Socio-economics of Avian Influenza
Understanding policy design, consumers' reactions and supply chain adaptation to avian influenza in Vietnam.
I Rationale
Since 2003, the Vietnamese government has to face Avian Influenza (H5N1). An important challenge is to coordinate the different stakeholders (national/international, human/animal health, public/private,…) involved in this multidimensional risk (epizootic, zoonotic, epidemic…). Policies have been built but are still difficult to implement.
Urban consumers' reactions to avian influenza have been contrasted since H5N1 first appeared: from a quasi-stop of consumption to total indifference. These reactions have considerable impact on the efficiency of public policies and on the economics of the poultry chain.
Poultry supply chain stakeholders have to adapt to this new risk and its related side-effects. Answers are various: from a more or less strict implementation of the public regulation, to a strategy of integration by large scale-stakeholders of the chain such as feed companies, or even to association of producers for an internal control of biosafety practices. For some of these stakeholders, H5N1 has brought new market opportunities.
II Objectives
The main objectives of our studies on AI aim at analysing Vietnam public policies to deal with H5N1 in relation with international framework, private sector's strategies and "laymen"'s reaction to this new risk.
III Activities
Research activities are based on consumers' surveys, avian chain analysis and policy analysis.
